KALULUSHI CONSTITUENCY RECEIVES OVER K75 MILLION IN CDF SINCE 2022

Kalulushi, 9 May 2025.

Kalulushi Constituency has received a total of K75,850,691.77 under the Constituency Development Fund (CDF) since 2022 for all components says Kalulushi Town Clerk, Betty Liswaniso.

Ms. Liswaniso said this during a stakeholders’ engagement meeting held yesterday at J and J Lodge in Kalulushi, which was attended by various participants.

She said all four zones of the constituency have benefited from various community projects funded through the CDF, including classroom blocks, water reticulation systems, ablution blocks, and maternity wings. The amounts allocated to community projects by zone are as follows: Chambishi Zone – K17,767,523.33, Chati Zone – K10,451,697.21, Kalulushi Zone – K8,830,876.24 and Chibuluma Zone – K7,761,142.96.

Ms. Liswaniso further said since 2022, the district has procured a total of 8,180 double-seater desks using CDF, which have been distributed to all public schools in the district.

While noting progress, she also highlighted critical concerns that need to be addressed and also prompted the stakeholders engagement. These include low publicity surrounding CDF projects, unequal distribution of CDF allocation among wards, low loan repayments due to beneficiaries defaulting and misuse of the grant component.

Ms. Liswaniso also called on the relevant officials to ensure there is equitable distribution of resources by prioritizing wards that have received less funding in the past years and by allocating resources based on population density and proximity to existing facilities.

And speaking at the same meeting, Kalulushi District Commissioner Kelly Jibinga said Kalulushi is among the Councils that are performing well in CDF implementation, and this was also recognized by the Minister of Local Government and Rural Development, Honourable Gift Sialubalo, during a recent visit to the constituency.

Despite this progress, Mr. Jibinga said there is need for increased publicity of CDF projects.

He added that some individuals who do not mean well have propagated the idea that CDF is ineffective and it is therefore the duty of all stakeholders to collaborate and sensitize the community on what has been accomplished through CDF in the district.

In closing, he called on the stakeholders to engage the community to participate in CDF initiatives and take advantage of the opportunities available. Especially for contractors to familiarize and acquire the required documentation to successfully compete for CDF contracts. And in so doing, CDF jobs will be given to businesses domiciled in Kalulushi.

The Member of Parliament for Kalulushi Honourable Kampamba Mulenga was represented by the Professional Assistant, Douglas Chipwende, who thanked KMC management for organizing the interactive meeting and called for collective efforts to foster development and improve the quality of life for all residents of Kalulushi.
