KALULUSHI MUNICIPAL COUNCIL ENGAGES STAKEHOLDERS ON CASH FOR WORK IMPLEMENTATION

Kalulushi Municipal Council (KMC) on 12th December 2025, held a stakeholders meeting to discuss the recruitment of 2,448 beneficiaries and identify priority projects to be undertaken under the Cash for Work Programme, following the guidance issued by the Ministry of Local Government and Rural Development regarding the use of September, 2025 funds.

In the guidance, the Ministry directed Local Authorities to use the September,2025 funding to clear outstanding arrears from previous works, or for those without arrears like in the case of KMC to proceed with recruiting beneficiaries according to the funds received and to submit reports outlining arrears cleared, balances and the number of beneficiaries engaged.

The meeting was officially opened by His Worship the Mayor of Kalulushi, Mr. Daudi Simama, who thanked the Republican President, Mr. Hakainde Hichilema, for introducing the Cash for Work Programme and for ensuring its continuation beyond the 2023–2024 drought season.

The Mayor added that although the programme was initially designed to mitigate hunger during the drought period, it has proven to be effective and beneficial to communities, leading to its sustained implementation.

During the meeting, KMC Town Clerk, Ms. Betty Liswaniso, highlighted the need for improved coordination between councillors and WDCs, noting that the lack of collaboration affects effective programme implementation.

Ms. Liswaniso also stressed the importance of correctly utilising the administrative component of the funds, explaining that administrative resources are meant to support the programme activities such as transport and meetings and are not for personal use. She reminded all members that these resources are public funds and must be used transparently and in accordance with the Government guidelines.

Ms. Liswaniso also guided the stakeholders on the proper recruitment of beneficiaries and discouraged against using the program for political advantage, cautioning that such practices undermine the integrity of the initiative and any one found politicising the programme or working in isolation would face appropriate administrative action.

The ward representatives were also accorded time to submit priority areas where community cleaning can be conducted with a focus on areas such as graveyards, markets, stadiums, drainages and other essential public areas.

Kalulushi District received over K1.6 million for recruitment of 2,448 beneficiaries to be drawn from all 24 wards of the district.

Kalulushi Municipal Council remains committed to ensuring that the Cash for Work Programme is implemented fairly, transparently and in a way that benefits all eligible residents of Kalulushi District.
