The Office Of the Human Resource and Administration

The Department of Human Resource and Administration provides administrative and technical support in the areas of human resources, logistical support, budgetary management, strategic planning, and security. It is responsible for the general administration and management of human resources. It is the backbone of the Institution.

The Department is headed by the Director of Human Resource and Administration, who oversees and manages the human resource and administrative functions in order to ensure efficient and effective operations of the Council.

 

The breadth of the Department encircles general administration, human resource management and development, office superintendence, procurement services, public relations, security and community policing, management of committee and Council meetings, marriages, transport, and records management. The Department comprises four (4) Sections.

UNITS REPORTING DIRECTLY TO THE OFFICE OF THE Human Resource & Administration

The Administration Section is mandated to provide logistical support services and fleet management in order to enhance the smooth operations of the Council. It is headed by the Chief Administrative Officer. The Section handles secretarial services, office supplies and stationery, institutional cleanliness, and the solemnisation of marriages.

This Section is charged with the responsibility of general maintenance of institutional premises so as to provide a conducive work environment. The Section also manages the fleet of all Council vehicles, thereby effectively ensuring the availability of transport to facilitate staff mobility and the transportation of materials and equipment.

The Section is further tasked with serving as the distribution centre for all mail within the Council. All official mail from within and outside the Council is received and distributed under this Section. It also dispatches all official mail, and all official files are kept in the Section under the Registry Office.

The Section is responsible for the efficient and effective provision of secretarial services to the Council, standing committees, and management meetings in order to facilitate accurate recording of resolutions. It is the custodian of all committee reports, Council committee minutes, and management minutes. It also coordinates the implementation of all Council resolutions through the Heads of Departments. The Committee Section is responsible for the timely management, production, and distribution of reports and minutes for management, standing committees, and Council meetings in order to facilitate the implementation of resolutions.

 

Management meetings are meetings for first-level officers comprising the Town Clerk and Directors of respective departments, including Heads of Sections and Units under Institutional Management. These officers meet on a fortnightly basis and as the need arises for decision making to ensure that the day-to-day operations of the Institution are undertaken effectively and efficiently.

 

Standing Committees are Committees of the Council established pursuant to Standing Order No. 16 of 2021. Members of the Standing Committees meet on a quarterly basis to debate, vote, and make recommendations (resolutions) that are later presented to the Council for adoption. The Kalulushi Municipal Council has seven (7) Standing Committees:

An Ordinary/Full Council meeting is a meeting of the Council authorised to be held under the provisions of Section 15 of the Local Government Act No. 2 of 2019. It is a meeting where consolidated Standing Committee matters and minutes are presented for final decision-making (adoption). The Mayor, Deputy Mayor and All Councillors are expected to be in attendance during the Ordinary Council meeting. The meeting of the Council is chaired by the Mayor or, in the absence of the Mayor, the Deputy Mayor. During the Council meeting, all Councillors present may vote on every motion unless they have a conflict of interest.

 

A Special Meeting is a meeting of either the Council or a Standing Committee authorised to be held under the provisions of Section 15 of the Local Government Act No. 2 of 2019.

 

An Ad hoc Committee is a Committee appointed by the Council for a specific purpose as and when the need arises.

 

The Committee Section is headed by the Chief Committee Clerk.

Committees.

The Human Resource Section develops, coordinates, and implements human resource policies, and provides advice and guidelines to management and staff on human resource matters. The Section supports the various human resource functions of the Council through organisational structuring and the capacity to meet institutional needs by managing our most valuable human resource.

The Human Resource Section’s disciplines include employee recruitment, employee safety, employee relations, employee compensation and benefits, employee training and development, as well as compliance. The Section is also in charge of budgetary and financial matters relating to staff expenditure, leave management, and the interpretation of the Terms and Conditions of Service for staff members in order to enhance the smooth operation of the Council. Its roles are linked to the effective management of human resources to enhance staff performance and industrial harmony. The Section is headed by the Chief Human Resource Officer. 

This Section is responsible for the enforcement of by-laws and regulations. Its objectives are to enforce civic laws, ensure that public property is maintained and safeguarded, and ensure law and order in communities. This ensures that Council and public property are protected, and that law and order prevails at marketplaces, bus stations, and other institutions under the Council. The Section is also responsible for curbing street vending, controlling illegal trading and unlawful parking in the district, and conducting investigations to ensure that offenders are brought to book.

 

In order for the Section to effectively perform its duties, the unit conducts regular and routine patrols both day and night. To enhance its operations, the Council has been sending Council Police Officers for training at Kamfinsa School of Public Order Maintenance. This Section is headed by the Senior Security Officer.

The Unit is responsible for the maintenance and securing of records to facilitate
accessibility, security, flow and easy retrieval of information.

The Department of Human Resource and Administration is responsible for the solemnization of marriages in the District, marriages in Zambia are regulated by the Marriage Act Chapter 50 of the Laws of Zambia, they cannot be administered without following the rules and regulations enshrined in the Act.

 

PROCEDURE ON SOLEMNIZATION OF MARRIAGES UNDER THE

STATUTORY LAW

 

FORM C: Form C is issued when a person is obtaining a Marriage Certificate from the church, which is duly sanctioned according to the law for the celebration of marriages by a gazetted minister.

 

MARRIAGE CERTIFICATE: A Marriage Certificate is issued when a marriage is not conducted through the church.

 

EXPRESS LICENCE: This is an express licence that allows a person to get married without waiting for the 21 days’ notice. It is processed immediately. It may be issued as an Express Form C or an Express Marriage Certificate.

 

SPECIAL LICENCE: This licence is issued for places not sanctioned for marriage celebrations.

 

Solemnization days are Tuesdays, Thursdays, weekends, and public holidays. Registration is conducted during working days which is Monday to Friday from 08:00 to 17:00 hours

A Church is required to apply to the Town Clerk for the gazetting of the place of worship (church) for the purpose of solemnizing marriages. The Church is also required to apply for the gazetting of a Minister of Religion (Reverend/Pastor/Priest) recommended to solemnize marriages in Zambia by attaching copies of the Curriculum Vitae, academic certificates, Green National Registration Card, and ordination certificates to the application at a prescribed fee.
